Update: UCPath Incorrect Systemwide Assessments – OPEB, RPSA, RPNI

In July 2024, UCPath implemented a redesigned process for systemwide assessments, which introduced new configuration pages to manage annual assessment rates. To support a phased transition, both the old and new assessment tools were maintained simultaneously. During this transition period, both the legacy and redesigned tools remained active. Due to unclear instructions on which tool to use, the incorrect tool was selected when configuring the FY26 assessment rates.

As a result, the system applied incorrect rates for:

  • Other Post-Employment Benefits (OPEB) (old rate 0.0223 vs new rate 0.0218)
  • Retiree Pension Supplemental Assessment (RPSA) (old rate 0.0155 vs new rate 0.0135)
  • Retiree Pension Normalization Initiative (RPNI) (old rate 0.0066 vs the new rate 0.0065)

Next Steps

The UCPath Finance team, in collaboration with the Center of Excellence (COE), has been actively addressing the issue through a series of focused actions, including:

  • Impact Analysis – Completed on August 12, 2025, to identify the scope of incorrect assessments.
  • Corrective Fix – Configuration corrected in production on August 8, 2025.
  • Validation – Accuracy of all systemwide assessment rates reviewed on August 11, 2025.
  • Data Corrections – Pending determination of necessary updates to align impacted records.
