Overview

This guide shows active terms used in PeopleSoft/Research Administration System (RAS), and situations where each term would be added to an award.

Terms are added to an award during setup and can be modified later by Contracts & Grants Accounting (CGA) if the characteristics of an award change. Terms provide management with insight to compliance requirements. The Description and Explanation comment fields of the Term will provide the unique details about the Term specific to the award; frequently, these are excerpts of the award agreement clauses themselves.

00031 – 00032	F&A Base Code Z	Award with F&A base code Z Triggers CGA review and correction of calculated F&A
00305 – 00306	Equip – Title Vests w/ Sponsor	Indicates the capital associated with the award is owned by the sponsor, not UCSF
00310 – 00319	CGA Note	Special compliance requirements of the sponsor Historically (notes entered prior to January 2016), information populated by CGA regarding actions taken on an award (after January 2016, action notes are contained with Amendment Notes in RAS)
00320	Program Income - Additive	Indicates the treatment of program income is Additive in the contract language
00321	Program Income - Deductive	Indicates the treatment of program income is Deductive in the contract language
00322	Program Income – Matching	Indicates the treatment of program income is Matching in the contract language
00323	Program Income - Refund	Indicates the treatment of program income is Additive in the contract language
00325	Cost Sharing - IDC Included	Indicates that cost sharing applies to the award, and indirect costs can be applied to the cost sharing requirement
00326	Cost Sharing - IDC Not Included	Indicates that cost sharing applies to the award, and indirect costs cannot be applied to the cost sharing requirement
00327	Cost Sharing - Special Term	Indicates that cost sharing applies to the award, with special requirements
00340 – 00349	Auto Advance	Indicates that an automatic advance period has been added by CGA compliance
00350	Fly America Act	Indicates an award falls under the Fly America Act, which restricts travel funded by the Federal government to US air carriers
00390	Salary Cap Exception	DHHS award not governed by standard salary cap restrictions
00391	No PI or CO-PI Salary allowed	When a sponsor specifically prohibits the charging of PI/Co-PI salary Also used to monitor other misc. awards that have no salary budgeted for various reasons.
00392	Award is subject to Federal Acquisition Regulations (FAR) terms	When an award is subject to FAR terms
00401	Award payment to be made in Foreign Currency	Awards for which the sponsor and UCSF agree in a fully executed agreement that the sponsor will not make payments in US Dollars
00402	Award to be made from Sale of Stock	Awards for which the sponsor will make payments in the form of stock
00550	Special amendment due to COVID	Indicates that the award has been amended due to COVID-19
00600 – 00609	Sponsor Requires Prior Approval	Specific award terms requiring UCSF to seek sponsor approval for any changes to the terms, conditions and execution of the science
