New Facilities & Administration (F&A) Rate Agreement Effective November 27, 2017

The campus has received a new Facilities and Administrative costs (F&A) agreement from the Department of Health and Human Services, Division of Cost Allocation. These rates will be used for all new, renewal, resubmission, or competitive supplement proposals for grants, contracts, and other agreements with the Federal Government beginning immediately using November 27, 2017 as the DHHS agreement date when requested by funding agencies. The new rates are now available for use in eProposal and PeopleSoft.

How to Apply Escalating Rates

If a budget proposal period covers two UC fiscal years (i.e., 10/01/17 - 9/30/18), a combination of the two rates will be used in proposals (i.e., 9 months at 59.5% for on campus research and 3 months at 60.0%). When expressing the use of multiple rates on a budget form, both of the rates will be shown; do not show a composite rate. Note that the UCSF fiscal year runs on a July 1 to June 30 basis.

Impact to Proposals Already Submitted

For proposals that were submitted using the May 23, 2012 rates (that have not yet been awarded), OSR will negotiate the application of the new rates at Just in Time (JIT) preferably without decreasing approved direct costs. Awards issued with the May 23, 2012 rates will continue to apply the old rates through to the end of the competitive segment and the new rates will be applied to any competitive renewals.
