At the start of Fiscal Year 2024-25, the Contracts and Grants Accounting Payments Desk implemented a new feature in RAS to streamline the application of payments to open invoices.
Known as the Payment Predictor, this functionality automatically applies payments directly to invoices when the payment amount falls within a specific dollar threshold of the invoice amount. The California Institute for Regenerative Medicine (CIRM) has implemented a new salary cap, effective July 1, 2024. The CIRM salary cap has increased from $301,000 to $336,000 per year at 100% FTE.
The new salary cap can be used for existing awards, and funds can be re-budgeted to accommodate the increase in salary starting July 1. However, incremental salary charges must be covered by existing CIRM funds; no additional CIRM funds will be provided to cover the increase. Future proposals should be submitted using the increased cap for budgeting purposes.

As announced previously, the Effort Reporting System (ERS) was retired effective June 30, 2022. The last effort reporting certification cycle at UCSF was completed in August 2020 for the period of January 1 through May 2, 2020. All effort reports, including related certification activity through June 30, 2022, have been archived.
Certification for the few remaining outstanding effort reports will now need to be handled manually outside of ERS. The Contracts and Grants Compliance team will provide instructions on how to manually certify an effort report to impacted departments.

The California Institute for Regenerative Medicine (CIRM) has implemented a new salary cap, effective July 1, 2022. The CIRM salary cap has increased from $284,000 to $301,000 per year at 100% FTE.
The new salary cap can be used for existing awards, and funds can be re-budgeted to accommodate the increase in salary starting July 1. However, incremental salary charges must be covered by existing CIRM funds; no additional CIRM funds will be provided to cover the increase. Future proposals should be submitted using the increased cap for budgeting purposes.

Principal Investigators (PIs) are required to complete verification at least quarterly for all sponsored awards where they are designated as the award owner. These forms of payment do not always provide the necessary supporting details to identify the payment without further research. As a result of the implementation of UCPath and the transition to award verification, Contracts & Grants Accounting (CGA) plans to retire the Effort Reporting System and archive effort reports by December 2021. All effort reports must be certified prior to being archived.
The last effort reporting certification cycle at UCSF was completed in August 2020 for the period of January 1 through May 2, 2020. CGA is working to complete outstanding effort reporting certifications for this period and all previous cycles by following the established Effort Report Escalation Process.

All Principal Investigators (PIs), Program Managers, and RSAs documented in the Research Administration System (RAS) will receive an email from [email protected] announcing that the system is live. Beginning April 12, users can access the Award Verification Tool via MyAccess.
